  • Identified growth-related capital costs on a functional basis.
  • Functional allocation recognized differences in customer specific requirements such as on-site effluent disposal.
  • Allowance for fee credits, included grant funds and offsetting revenues (debt service).
  • Prepared ordinances and accounting procedures.
  • Evaluated alternative methods of fee application.
  • Attended meetings with Home Builders Association and development community to discuss methodology/fee levels.
  • Developed line extension/developer agreements.
  • Prepared capital prioritization matrix to financial model to identify capital need.
  • Served as expert witness in impact fee challenges and issues.
