- Identify growth-related capital costs on a functional basis.
- Functional allocation that recognizes differences in customer specific requirements such as on-site effluent disposal.
- Allowance for fee credits, including grant funds and other cost-free revenue sources.
- Prepare ordinances and accounting procedures.
- Evaluate alternative methods of fee application.
- Attend meetings with Home Builders Associations and development community to discuss methodology / fee levels.
- Develop line extension / developer agreements.
- Prepare capital prioritization matrix to identify capital needs.
- Serve as expert witness in impact fee challenges and issues.
