  • Meet legal requirements of capacity fee collection and use.
  • Develop proper application of fees per equivalent residential basis.

  • Identify growth-related capital costs on a functional basis.
  • Functional allocation that recognizes differences in customer specific requirements such as on-site effluent disposal.
  • Allowance for fee credits, including grant funds and other cost-free revenue sources.
  • Prepare ordinances and accounting procedures.
  • Evaluate alternative methods of fee application.
  • Attend meetings with Home Builders Associations and development community to discuss methodology / fee levels.
  • Develop line extension / developer agreements.
  • Prepare capital prioritization matrix to identify capital needs.
  • Serve as expert witness in impact fee challenges and issues.
