- Regionalize water and wastewater utility systems for cost efficiencies.
- Integrated purchased utility with existing public system and identify operating efficiencies.
- Developed acquisition value using debt capacity, going concern (present value), comparable sales and asset investment methods.
- Developed five-year financial plan of consolidated utility systems.
- Assisted in negotiation of transaction and development of purchase and sales agreements.
- Provided transitional activities, including accounts receivable/customer deposit verification, evaluation of prepaid connections and grandfathered account identification, and providing assistance in accounting and operating issues relative to transaction.
- Prepared acquisition funding analysis for buyer and bond feasibility report relative to the issuance of bonds for purchase where applicable.
- Developed and perform public relations program required by Florida Statutes to disclose transaction to public.
